What is VIPR? Fire equipment agreements, explained
The federal procurement system for pre-season fire equipment agreements: how private tenders, dozers, engines, and support equipment get hired onto fires.
The Forest Service signs agreements with private equipment owners before the season through VIPR: water tenders, dozers, engines, transports, and support equipment, each with rates and a dispatch priority ranking. When an incident orders, dispatch works down the list.
States run their own parallel systems (Oregon’s Department of Forestry orders off the state roster as well as VIPR), and agreements are region-specific.
For contractors
The agreement gets you on the list; knowing where demand is forming decides whether the call finds you ready. Position and preparedness beat ranking when the system is stretched: at high preparedness levels, dispatch reaches deeper and faster, and the operator who saw the fire coming answers first.
